Board of Directors

The LOTT Alliance is governed by a Board of Directors. Four elected officials – one from each of the partner governments – are appointed to represent their jurisdictions on the Board. The Board provides oversight for planning, construction, and financing of LOTT programs and joint facilities and plans for future facilities. Representatives to the LOTT Board are selected by each of the four partner jurisdictions at the beginning of each year.

The Board of Directors employs an Executive Director and approximately 60 staff members to manage the LOTT organization, its programs, and capital projects. In addition to LOTT's Executive Director, senior staff members include the Chief Administrative Officer and General Counsel, Community and Environmental Policy Director, Engineering Director, and Facilities Director.

Board Work Sessions and Business meetings are held on the second Wednesday of each month, and additional Work Sessions are held on the fourth Wednesday as needed. Agenda packets for all Board meetings are posted on this website prior to each meeting, and remain posted for twelve months. Business meeting packets include the agenda, minutes of the previous meetings, current financial data, and staff reports for all the main agenda items, including applicable attachments.

Meet the Board Members

Cynthia Pratt
Cynthia Pratt, Board Vice President
City of Lacey Representative
Cynthia Pratt became a City of Lacey Council Member in January 2010. Cynthia has lived in Lacey for over 36 years. She worked for the Department of Fish and Wildlife and the Department of Natural Resources for over 27 years, 10 of those years working as lead on the State Environmental Policy Act before retiring in 2008. She has a Master’s of Environmental Studies from The Evergreen State College, with a focus on water quality and fish survival. She was appointed to serve on the Thurston County Boundary Review Board in 2002. She serves on the Land Use, Transportation, and General Government and Public Safety Committees for the Lacey City Council, and is their representative on Olympic Regional Clean Air Agency and TOGETHER’s Leadership Council, as well as LOTT’s representative on the Thurston Regional Planning Council.

A native Washingtonian, Doug Mah moved to Olympia in 1989 to accept a job with the State Office of Financial Management following graduation from Western Washington University. Doug has a Bachelors Degree in Sociology/Criminal Justice and a Masters Degree in Sociology/ Demography. He has held positions in state government as research, policy, and budget analysts. Doug is currently employed as a Policy Manager with the State Department of Information Services. Doug was elected to the City Council in 2001 and took office that year. He was elected Mayor beginning in 2008. Prior to taking office, Doug served on the Timberland Regional Library Board of Trustees, the Olympia Policing Advisory Committee, and as President of the Woodfield Neighborhood Association. Doug volunteers on the nonprofit Board of Directors for the Thurston County Foodbank and United Way of Thurston County. Doug is also a member of the Olympia Kiwanis Club and the Olympia /Thurston Chamber of Commerce.

Ed Stanley

City of Tumwater Representative
Ed Stanley is a fifth generation Washingtonian, a graduate of St. Martin's College and has been a life-long social worker in a variety of non-profit organizations. He is presently serving as Mayor Pro-Tem of the City of Tumwater, is in his sixteenth year as a council member and represents the city on the Thurston Regional Planning Council as well as the LOTT Clean Water Alliance. Over the years Ed has been Chair of Behavioral Health Resources, Intercity Transit, Human Services Review Council, South Sound Mental Health, and Thurston Regional Planning Council. Ed is an active member of the Sierra Club, Capitol Land Trust, Northwest Sinfonietta, St. Martin's Alumni Association, and the College Club of Seattle.

Sandra Romero
Sandra Romero, Board Member
Thurston County Representative
Sandra Romero has served as a Thurston County Commissioner of District Two since 2009. She represents the County on a number of Boards and Commissions, including Animal Services, Intercity Transit – Chair, Economic Development Council, Human Services Review Council, Nisqually River Council, Puget Sound Partnership Salmon Recovery Council, Alliance for a Healthy South Sound – Co-Chair, Solid Waste Advisory Committee, LOTT Board of Directors, and the Washington Counties Risk Pool. Prior to her election, Commissioner Romero worked in Pakistan for the National Democratic Institute for International Affairs and served for 12 years as a member of the Washington State House of Representatives, serving Lacey, Olympia, and Tumwater, and parts of Thurston County. Sandra is also a graduate of The Evergreen State College.
