The LOTT Clean Water Alliance mission is preserve and protect public health and the environment by cleaning and restoring water resources for our communities.

Board of Directors

The LOTT Alliance is governed by a Board of Directors. Four elected officials – one from each of the partner governments – are appointed to represent their jurisdictions on the Board. The Board provides oversight for planning, construction, and financing of LOTT programs and joint facilities and plans for future facilities. Representatives to the LOTT Board are selected by each of the four partner jurisdictions at the beginning of each year.

The Board of Directors employs an Executive Director and approximately 66 other staff members to manage the LOTT organization, its programs, and capital projects. In addition to LOTT's Executive Director, senior staff members include the Chief Administrative Officer and General Counsel, Community and Environmental Policy Director, Engineering Director, and Facilities Director.

Board Work Sessions and Business meetings are held on the second Wednesday of each month, and additional Work Sessions are held on the fourth Wednesday as needed. Agenda packets for all Board meetings are posted on this website prior to each meeting, and remain posted for twelve months. Business meeting packets include the agenda, minutes of the previous meetings, current financial data, and staff reports for all the main agenda items, including applicable attachments.

Meet the Board Members

Cynthia Pratt
Cynthia Pratt, Board President
City of Lacey Representative
Cynthia Pratt became a City of Lacey Council Member in January 2010. Cynthia has lived in Lacey for over 36 years. She worked for the Department of Fish and Wildlife and the Department of Natural Resources for over 27 years, 10 of those years working as lead on the State Environmental Policy Act before retiring in 2008. She has a Master’s of Environmental Studies from The Evergreen State College, with a focus on water quality and fish survival. She was appointed to serve on the Thurston County Boundary Review Board in 2002. She serves on the Land Use, Transportation, and General Government and Public Safety Committees for the Lacey City Council, and is their representative on Olympic Regional Clean Air Agency and TOGETHER’s Leadership Council, as well as LOTT’s representative on the Thurston Regional Planning Council.

Steve Langer
Steve Langer, Board Member
City of Olympia Representative
Steve Langer was appointed to the Olympia City Council in June 2010 to fill a vacated position, and was elected to a four-year term on the council in November 2011. Steve is a native Washingtonian and moved to the Olympia area in 1981 after completing his Bachelor of Science in psychology at the University of Washington and graduate studies at the University of Montana, where he obtained a Doctorate in Clinical Psychology. He continues to have a full-time private practice as a licensed psychologist in Olympia. Steve has a long history of dedicated public service, having served in the past on the Thurston County Boundary Review Board, Capitol Land Trust Board, National Alliance for the Mentally Ill/Thurston-Mason Board, Water Resources Inventory Area 13 Salmon Restoration Stakeholder Committee, Henderson Inlet Watershed Council, and the Henderson and Henderson/Nisqually Shellfish Protection District Stakeholder Committee. He currently serves as the chair for the city's Land Use & Environment Committee and is the city representative to the Emergency Management Services Board (Medic One) and the Law and Justice Council.

Tom Oliva
Tom Oliva, Board Member
City of Tumwater Representative
Tom Oliva was appointed to the Tumwater City Council in 2010 and was elected to a four-year term on the council in 2011. Tom has been a Tumwater resident since 1996. He is currently the Enterprise Coordinator for the Washington State Parks and Recreation Commission, developing programs to enhance the agency's visitor focus and generate revenue. Tom holds a Bachelor of Science in Public Administration from the University of Missouri – Columbia, a Master's Degree in Business Administration from Saint Louis University, and a Certificate in E-Commerce and Web Marketing from the University of Washington. He has an active history of community involvement and continues to serve as a Board member on the Capitol Land Trust and United Communities AIDS Network. He currently serves on the city council's General Government Committee and Public Works Committee and is the city's representative on the Lodging Tax Advisory Committee, Regional Plan for Sustainable Development Task Force, Thurston Climate Action Team, and Thurston County Transfer of Development Rights Committee.

Sandra Romero
Sandra Romero, Board Vice President
Thurston County Representative
Sandra Romero has served as a Thurston County Commissioner of District Two since 2009. She represents the County on a number of Boards and Commissions, including Animal Services, Intercity Transit – Chair, Economic Development Council, Human Services Review Council, Nisqually River Council, Puget Sound Partnership Salmon Recovery Council, Alliance for a Healthy South Sound – Co-Chair, Solid Waste Advisory Committee, LOTT Board of Directors, and the Washington Counties Risk Pool. Prior to her election, Commissioner Romero worked in Pakistan for the National Democratic Institute for International Affairs and served for 12 years as a member of the Washington State House of Representatives, serving Lacey, Olympia, and Tumwater, and parts of Thurston County. Sandra is also a graduate of The Evergreen State College.
