Industrial Pretreatment Program The LOTT Pretreatment Program's focus is on Significant Industrial Users (SIUs) and high-strength dischargers. The Program successfully meets federal requirements designed to prevent the introduction of pollutants that could interfere with treatment plant processes, impact receiving water or biosolids quality, and/or threaten workers' safety. The program is mandated by the Department of Ecology as part of LOTT's National Pollutant Discharge Elimination System (NPDES) Permit.
Fats, Oils, and Grease Best Management Practices Every commercial food service establishment produces waste products of fats, oils, and grease (FOG). FOG is a major contributor to stoppages in the city sewer system and grease build up at the LOTT Clean Water Alliance Budd Inlet Treatment Plant. FOG comes from more than just grease, it also comes from butter, condiments, dressing, cooking oils, and dairy products. Even if you can't see FOG in hot soapy water, it's still there. As FOG goes through the sewer system it cools, comes out of solution and coats the sewer pipes which in turn causes stoppages throughout the city. This causes sewage spills, manhole overflows or backups in homes and businesses.

Pretreatment Regulations The LOTT Alliance administers and enforces an Industrial Pretreatment Program through agreement with the Cities of Lacey, Olympia, and Tumwater, and Thurston County. LOTT's Discharge and Industrial Pretreatment Regulations are adopted by the partner jurisdictions as their respective ordinances. The ordinances set forth uniform requirements for all discharges into the sewer collection systems and wastewater treatment facilities. This program enables the Cities and County to comply with all applicable State and Federal laws required by the Clean Water Act of 1977, and amendments thereof, and the General Pretreatment Regulations (40 CFR, Part 403), which includes submission of an annual report to the Washington State Department of Ecology.
