Jesse Barham
Director of Environmental Planning & Programs
Jesse Barham became the Environmental Planning and Programs Director for LOTT in July 2025. This division is responsible for environmental planning efforts, permitting and regulatory coordination, and helping to guide our community environmental programs. Jesse has worked for over 20 years on environmental planning, permitting, ecological restoration and water resources utility management for a variety of levels of government in the Southern Puget Sound region.
