A Six-Year Strategic Plan

LOTT develops Strategic Plans on six-year cycles. Our 2025–2030 Strategic Plan is based on the Effective Utility Management (EUM) framework developed collaboratively by the U.S. Environmental Protection Agency and water and wastewater utility associations. The Plan outlines priority work plan initiatives and actions, with particular focus on building enterprise resiliency, workforce development, infrastructure strategy and customer satisfaction. The Plan also identifies success indicators that serve as the basis for accountability and performance reporting. This comprehensive Strategic Plan provides a roadmap through 2030 to ensure LOTT remains resilient and adaptable to effectively serve our community well into the future.

LOTT’s Annual Report for 2025

Each year, LOTT evaluates its performance against 10 key attributes and 18 priority activities identified in the 2025-2030 Strategic Plan. Our dedicated staff worked hard to treat and clean the water you use every day and to plan for the future, ensuring we continue to protect water quality and public health for years to come.
